Flugreisende sollen nach dem Willen der EU-Kommission schon ab nächstem Jahr an Bord telefonieren und surfen dürfen: „Wir erwarten, dass die neuen EU-Leitlinien zur Benutzung von Sendegeräten an Bord von Flugzeugen europäischer Fluggesellschaften nächstes Jahr vorliegen werden“, teilte die Behörde mit. „In den kommenden Jahren“ müssten die Flugzeuge mit den nötigen elektronischen Systemen ausgerüstet werden, hieß es in einer Mitteilung.

Derzeit sind das Telefonieren, das Surfen im Internet oder das Senden von E-Mails per Smartphone, Laptop oder Tablet-Computer nur ausnahmsweise und in wenigen, speziell ausgerüsteten Flugzeugen möglich. Dabei wählen sich die Geräte der Passagiere nicht in das Mobilfunknetz auf der Erde ein, sondern in ein System des Flugzeugs. Benutzen dürfen sie es nur während des Fluges, nicht bei Start und Landung.
Viele Fluggäste wollen das nicht

Für die Vorgaben ist die Europäische Agentur für Flugsicherheit (EASA) in Köln zuständig. EU-Verkehrskommissar Siim Kallas forderte sie an diesem Montag auf, ihre derzeit laufende Prüfung zu beschleunigen und Anfang 2014 neue Leitlinien vorzulegen. Im Anschluss müssten dann die Fluggesellschaften ihre Maschinen entsprechend ausrüsten und die Bedingungen festlegen, vor allem die Preise fürs Telefonieren und einen Internetzugang in der Luft.

Kallas sagte während einer Pressekonferenz, möglicherweise verschwinde dann das Flugzeug „als letzter Ort der Stille auf der Welt“. Allerdings stünde dies im Belieben der Airlines. Zum Vergleich: In Zügen der Deutschen Bahn gibt es besondere Ruhe-Zonen, in denen der Handy-Gebrauch untersagt ist. Und ob die Fluglinien das Telefonieren mit dem Handy wirklich erlauben werden, ist alles andere als klar: Deutschlands führende Fluggesellschaft Lufthansa beispielsweise hat in Umfragen unter Fluggästen immer wieder ermittelt, dass diese lieber ihre Ruhe haben möchten.
Spiele spielen geht schon sehr bald

Schon für die kommenden Wochen können sich die Flugreisenden auf eine andere Neuerung einstellen. Sie dürfen Geräte wie Smartphones, Tablets und E-Reader dann im Flugmodus auch während der Starts und Landungen sowie auf dem Rollfeld nutzen. Flugmodus heißt, dass keine Verbindung zum Netz besteht, also eben nicht telefoniert oder im Internet gesurft werden kann. Der Flugmodus ermöglicht aber zum Beispiel Spiele, Lesen, Textbearbeitung oder Eintragungen im Kalender.

Die Nutzung der Geräte im Flugmodus ist bisher nur während der Flugphase erlaubt. Wahrscheinlich werden die Airlines nun in den kommenden Wochen die Ausdehnung umsetzen, schätzt die Kommission.


Die EASA-Erlaubnis gilt also nicht automatisch, das letzte Wort hat weiterhin die Besatzung. Sie kann die Nutzung untersagen und zum Beispiel auch dazu auffordern, schwerere Computer während Starts und Landungen sicher zu verstauen.
Alle neuen oder geplanten Regelungen gelten für europäische Airlines. Fluggesellschaften mit Sitz in anderen Ländern richten sich nach deren Vorschriften, auch wenn sie europäische Ziele anfliegen.
